Kayrine Brown appointed Acting Director of Montgomery County HOC

Kayrine Brown has been appointed Acting Director of the Montgomery County Housing Opportunities Commission.

The Montgomery County Housing Opportunities Board on Wednesday appointed an interim chief as it seeks a replacement for outgoing executive director Stacy Spann.

In a unanimous vote, the seven commissioners approved the appointment of Kayrine Brown as interim secretary-treasurer and general manager while the HOC seeks someone to fill the permanent position.

Brown is currently the deputy executive director of the organization. She has worked with the Housing Opportunities Commission since 1998.

“I had the opportunity to speak with Kayrine Brown and I have every confidence in her ability to assume the responsibilities inherent in the exercise of the roles of secretary-treasurer and general manager,” said President Roy Priest during of Rendezvous on Wednesday.

Brown will replace Spann, who announced last month he was in a new role as CEO of MidCity, a Bethesda-based real estate company. Spann has led the HOC since 2012.

At a meeting in June, Priest said the commission met behind closed doors on May 26 and approved a search committee and a request for proposals to seek a new executive director.

But Priest also said that upon closer examination, he “determined that it would be much more beneficial for the whole commission to be involved in the different stages of a research process.”

The committee then voted unanimously to rescind the May 26 approval of a research committee and authorizations to issue a request for proposals.

Priest said in a recent interview that the board’s action was to streamline the process of finding a new executive director. HOC commissioners could still use a search firm, he added. He expects a decision within a month on whether to use a research firm.
